On reverting to original Office in the Surveyor General's Department in January, 1863, I was appointed Sheriff of Hongkong.

Sir Hercules Robinson, giving me this appointment, expressed his regret that he could not then make me Head of a Department, but he hoped the Fees of my Office would put me in as good a position as though I were Head of a Department.

In April, 1864, Mr Cleverly, the Surveyor General, under whom I had served for 18½ Years, retired from the Service, and on his departure he gave me the Certificate I enclose in Original. Vide Appendix.
